This is a fan barrel that is heavily contaminated due to a lack of servicing. A lot of the work done by the fan is on the leading edge of the blade. When the leading edge is soiled heavily like this, the fans ability to cut and push air is reduced significantly. Some of the symptoms include having to turn your fan onto high speed to feel any air circulation, dropping the temperature setting lower than usual to feel any comfort. These fans can only be cleaned properly by removing them from the unit and this needs to be done by a skilled air hygienist or air-conditioning tech.
